U.S. Congress considers the Russian Federation, Ukraine and the People's Republic the most favorable of all the countries for the activities of copyright violators.

The text of the document published by the Working Group on Counter-piracy, Congress encourages the U.S. government to pay special attention to the problems with copyright infringement in Russia, China, Ukraine, Switzerland and Italy. "Lack of compliance with intellectual property rights in these countries has caused great harm to the American authors and to our economy as a whole" - the document says.

Drafters noted that Italy and Switzerland in 2012, falls into this list for the first time, while Russia, Ukraine and China have been named the most "pirated" countries in the report for 2011. According to Congress, in Canada and Spain, previously known such a list, the situation with the observance of copyright has greatly improved.

The U.S. list of worst violators of copyright protection is still the number of Russian social network VKontakte and torrent portal Rutracker. Torrent portal mentioned in the list along with similar resources from Bulgaria and Ukraine - sites Zamunda and Demonoid. Site VKontakte - the only social network in the U.S. "black list."
